Whilst your first priority is learning and achieving your desired qualification, perhaps the other factor to consider is the sort of experience that you are looking for.
Undoubtedly moving to another country is a life-changing experience. It also enables you to grow as a person and achieve a new mindset.
With the COVID-19 Pandemic, it is perhaps appropriate to consider how much of a priority the latter is to you. Given the uncertainty of these times, you may have to be isolated (due to potential lockdowns). Therefore, your experience of studying abroad may be completely different to normal times.
If you believe that the experience of going abroad is equally important as your desired qualification, then perhaps going to study abroad will be the right option for you. However, you should do so with an awareness of the potential impacts of any future lockdowns.
